5% from cold email sounds okay... even 'really good' considering the industry you're targeting. Maybe consider increasing your pipeline so the 5% is larger. include LinkedIn and other strategic channels such as ensuring your brand or personal brand looks trust-worthy.
imo if your tam is like 500 contacts than do all the channels - linkedin, cold email, cold call, gifting etc. What I have seen work in extremely small market is to you need to be ABM motion and have to hit all the channels. You can score them and then select channel or channels
